Yes, it means that she is probably a witch. Now she not one of the main witches or is she one of the more powerful witches in the main guild of witches. Mary may be one of the witches that washed out or got side lined, because, of her Pregnancy with Red while she was going to Southeil, but, she is a witch none the less on some level. To show you how far that Mary has fallen from the grace of the main witches guild that revolves around Southeil, the women that she trying to contact to get Red into the Southeil for girls, doesn’t even remember her or it been long enough that she not even thinking of Mary anymore and Mary has to remind her who she is.
The running theory is that she was thrown out from witch academy for getting pregnant. Or, for the more romantic people, because she fall into love.
Possibly it was because he was an “unacceptable” man–either an enemy of the Southeil group or he was just a witchcraft-hating Muggle.
To be more specific than the other commenters, it’s been established that the Student Council, who we know are all Witches, was courting Mary when she was a student at Southeil. But for reasons we have not yet been definitely informed of, they stopped courting her when she became pregnant with Clarence.
So I think we’re intended to infer that Mary *could have been* a witch, if she had been accepted by and brought into the Council.
I would assume that if one was a witch they were born a witch, no “could have been” about it. Now, perhaps we’re talking about being a trained witch. That makes a difference, and there have been stories where untrained witches have their powers blocked to prevent disasters.
I wouldn’t assume that one is born a witch. It’s possible that one is born with the potential to be a witch, but that potential has to be developed.
Given how Kazom has been giving lessons to Melvin, I would say that it is similar to the Harry Potter universe in that the capacity to manipulate magic is inborn, but the skill must be trained in order to accomplish anything specific with it as opposed to random “flailing about” with it.
I’m choosing to believe that Red’s new underwear was freshly purchased for her mother, and unworn previously, because otherwise I share her shudders. For sanity’s sake, sometimes you’ve just gotta draw lines somewhere.
Let hope so or otherwise that would be gross.

We knew she was getting the fast track treatment and Mary intend for it to be complete and permanent too. In about two week or so, Red will raiding Melvin closet to try and find some male cloth for herself, because Mary has thrown out all her guy cloth and has replaced them with girl clothing and the girlie the better from Mary point of view.
