Red was a boy until a new genie tried to get Melvin a girlfriend. That's when the genie turned Red into a girl so Melvin could practice talking to girls, and forgot to turn her back before disappearing. Red is hopeful that her situation is only temporary.
I know, up until now he has appeared as a slightly dopy kid with little or no control over his abilities or emotions. This hints at the man he will become.
Just so I am clear, at this time the queen in question, Blue, is in control of Jeannie’s power amped body. As such, she could instantly restore Red without the artifact. Melvin has no way to know this, and there is no reason to think that Blue would help/care anyway.
We do know that Kazom winds up with the artifact. This is the path it took to get into his hands?

Uh, no – According to Kazom, one genie can’t undo what another genie has done. That is, assuming that Blue is still considered to be a ‘different’ genie despite having appropriated Jeannie’s body.
Even if he could, there are several parties very interested both in Tiffany and her relationship with Melvin who might take offense in bringing Clarence back.
Technically speaking, I think all the “interested parties” I have introduce, are actually against it. Holly and her Eldritch friends are against it, the Griffin family would certainly be against it, Saachi would be against it, Kazom would probably be against it (letting him father the Devil, is probably not his idea of keeping Melvin out of trouble), the paperwork would probably kill off Minerva, and Melvin and Red are seemingly against the idea as well, whatever madness may had driven their future selves.
“Melvin and Red are seemingly against the idea (of changing Red back to Clarence) as well.” So, why doesn’t Red tell Melvin she doesn’t want to be a boy again.
Main character actually outsmarting a villain with quick thinking and logical deductions? What sorcery is this?

He may have just decided that his best interests have just been secured beneath a strip of torn fabric.
There are definite limits to Kahn’s powers. Melvin is now the one manipulating him for his own goals.
Kahim weighs branches according to probability. Melvin has now made a very low-probability choice.
Makes you wonder if the future obeys the laws of quantum physics, doesn’t it?

I was referring to the part of being interested on the relationship taking that turn.
