She attends the Southeil Academy as a student to supervise the recruitment of new witches.
Chief alchemist of the High Council, It's said he lost his face in a forbidden ritual, though nobody dares to ask him about it. His role in the council is unknown to most witches, though he seems to watch over the orphaned ones. It's a mystery whether this forms part of his duties or not.

@HKMaly – okay, “preying” might not be the right word. Still, kind of hard to come up with a better one without more information. And on a second read, they might not be homeless homeless, but I suspect these girls are somehow vulnerable or isolated.
From what we have seen (including with Kazom), one’s dream form is how they see themselves within their own minds–it is a projection of their self-image.
