Also, “has been”, or “is being”; the difference being present perfect vs present progressive. “Has been” fits better, I think, if you are implying that he’s no longer on his way to the meeting; also, next page it would be 11 since getting him out of the trance, so “is being ” wouldn’t work as well.

Making a deal? Lying to Melvin? Given that the Witches are so eager to have their daughters (and sons-turned-daughters) breed with Melvin, my best guess is that Kazom promised the Witches that they could have Melvin’s bloodline as long as they didn’t try to bring Melvin himself into their service.
Hmm, speaking of which, if that is true, and if Kazom knows about Mary Thornton’s background, then that could also explain why he has a hidden interest in not restoring Red’s manhood–because Mary’s faction would be highly displeased at him “taking away” their new heir after he had oh-so-generously “granted” one by letting his student-genie transform Clarence into a woman.
She did that because, Melvin has problem talking to Holly and get all space out when he around her too. So originally, Malvin was practicing on Jeanie and she found that revolting to having Melvin using her as his target to practice on. So she turned Clearance into a girl for Melvin to practice on and then forgot to turn Clearance back into a guy afterward. Something that Jeanie does quit frequently, she just forgot, end of story. Now Kazom didn’t do anything afterward to correct the problem and nor did he recall Jeanie back to California to correct the problem either.
Sure, we know that, and Kazom knows that, but do the Witches know that? Also, it makes a good “front” story for them–“play along, Kazom, and we’ll say that this was your ‘gift’ to us–but refuse us, and we’ll decry you as a cheater.”
